Variance on torque specs?

Variance on torque specs?
Hello all,
I am getting ready to install some ARP head studs and was wondering why the variance on torque figures given by everyone. I have done a lot of searching through posts and have seen figures from 98ft lbs up to 128ft lbs or more.
What say you??
