rail pressure sensor

if your railpressure sensor goes bad does it pop the relief valve on the rail

No. One is electrical, the other mechanical.

what im sayin is does the sensor create a spike in pressure or something that would pop it

It shouldn't unless there was a bad short??? Even when in safe mode the rail pressure should not exceed 26K and it should take nearly 28K to pop it unless the relief valve has an issue to start with.
