Problem...
My truck is falling flat on it's face and just rolling coal at fairly high boost. It builds boost to a certain point then it's like the turbo stops spinning no more power and lots of smoke. Turbo going bad?

What is your boost gauge doing in reference to your RPM's?
Check the fuel and air filters, intercooler piping, pull the inlet line to the turbo, make sure the turbo still spins free...

If you have a stock intercooler then it may have gotten a crack in one of the tanks since they were made of plastic for a short period in the 05 model year. Many of them were cracking so Dodge had to go back to the metal ends. That's the first place I would be looking....

Something is wrong with the turbo system, or loosing boost, or exhaust restriction or programming is telling the wastegate to open.
Bottom line: you are getting the fuel but boost is not following.
If you can return to stock programming make a run and see if it smokes.
Pull the inlet off the turbo and examine the impeller for damage and the shaft for play. some play up and down is okay but none in and out.
check the wastegate for correct operation and make sure it is not hung up. It needs to close fully.
If your turbo system allows you to make a run with the wastegate line disconnected or bypassed in a manner so it stays shut and see what happens. If that is the issue then need to figure out how the wastegate is getting a bad signal.
Go over the inlet piping and look for loose clamps or torn hoses or if a pipe has rubbed through. If your hoses have support rings make sure thay are in the evenly spaced and seated in the narrow sections of the hose. Make sure all the inlet piping is airtight from turbo outlet to the cylinder head.
Pull the exhaust side down pipe and inspect the turbo impeller for damage.
The intercooler may be split. It can be pressure tested on the truck if you can rig up a way to block the ends. Use 50psi max. for testing
A baffle could have come loose in the exhaust causing blockage.
A bad injector may cause or contribute to this condition as well but I would look at the air system.
If it really feels like it is hitting a wall I would guess it is wastegate.
I would check in the order listed, roughly.

What he said........ Boost leak due to a cracked intercooler. Do you have the
plastic end tank CAC?

Check your build date on the drivers door, built before 01-05 and you could have a problem with the CAC.
Chekc your codes, key on-off 3 times and read whta shoe sin the odometer window. If you have a P0243 and a CEL its the WG controller.

have the P0628 lift pump code. I believe this is becuase the wire to my fass broke and i could tell it was not running so i shut the truck off and repaired the wire. From what I can tell I have the metal tanks on my intercooler. I made a quick visual inspection of the air system Ill have to go into more depth at a later time. Thanks for the replys gentleman.

Don't disconnect it, just crimp the boost reference hose with a pair of vice grips to see if thats the problem. If your boost comes back its a problem with the waste gate controller, if it doesn't its a leak.
I asked what your build date is. That will tell me if it the CAC has plastic tanks. Need to answer the questions we ask to get some answers back.
