I would (if the wheel condition is good):

-strip all paint off
-scuff with 220-320 grip paper
-degrease throughly
-out-gas the wheel in the oven for 25 minutes at 450 degrees (cast parts have pockets in them...this releases any gas or grease)
-degrease again
-coat and cure

With most wheels that I have seen and worked with they usually have a clear coat and some sort of paint or coating already on them. I would just go to Wal-Mart or wherever and get some aircraft paint stripper in the spray can or get the gel-type stripper (from Eastwood Co. or a good auto parts store) that you can paint onto the wheel and let it do the work. Both work well and are not expensive. You must get all the paint and grease off first or the PC will not cure correctly, and it will look like crap.

I had mine baked at the pc shop bfore they powder coated. They have a clear coat as mentioned above, but it is powder coated underneat, and pc sticks to pc good. It was much cheaper than stripping them, took less time, and has held up perfectly! Looks great too!

True...you can PC over PC...just scuff, degrease, and pre-heat
