PLEASE HELP 02 DODGE Starting problems

If my engine is warm and I shut it off it will not start again until the engine cools off. Does any 1 have idea what is wrong. The vehicle is an 02 CTD. PLEASE ANY ADVICE would be great.

btw, what does it do when it won't start?? does the motor spin, but not crank or what??

The engine just spins and makes whining noise over and over and over...but will not crank over
