The purpose of the regulator is to flow the water through the rad when you don't have higher pressure at 5-6 due to expansion from extra heat. This equalizes the system pressure to the pressure regulated by the rad cap. without the bypass the water from 5-6 never goes through the rad and doesn't get cooled raising coolant temps going into the block.
