New 07 surges @ 2100
High all.My friend just bought an 07 5.9 6 speed.He's put a 4" turbo back on it,& I removed the silencer ring for him today.We noticed that it surges @ about 2100rpm when he's getting on it.He says it's real bad when the engine is cold.But it doesn't do it when he slowly rolls on the throttle.Just when he jumps on it.It sounds like the waste gate is opening & I can hear the turbo varry in speed.Any thoughts?

Dealer reflashed some things,& didn't help.They also tryed to get the High Idle enabled,& it didn't work.They told him that it doesn't work above a sertain water temp.Is this BS or what?
