I'm gonna say yes but maybe no. 4.5" backspacing will push the wheel/tire out almost 1" from stock and rubbing on the control arms won't be an issue. Stock backspacing is 6-6.25", I forget exactly. The offset doesn't really make that much of a difference as it's measured in millimeters. 13mm is about 1/2" so 25mm is about 1" and being a negative offset, the mounting surface is inside the center line of the wheel. The biggest concern is backspacing though.
However, Carli's starter system is only a 3" leveling kit so there may be some rubbing on the fenders with the 37" tires. To give you some perspective, here's a Carli leveling kit with 35" tires on 18x9 wheels with 5.75" backspacing. No rubbing on control arms or fenders. If you'd like, I could take a rough measurement from the center of the hub to see if a 37" tire might clear the fenders.

I'm running the Carli 2.5 kit w/22x9 35x12.50-22's.. It doesn't rub but if i had 37's oh it would.. I run the bushwacker flares and every once in awhile if i hit a but and turn it will touch the flare.. Now if the flare wasn't there it would be ok..
