We have a new actuator that will control the boost much better than the elbows. It will help to prevent wastegate creep (premature opening) It will also allow you to build more boost.
One thing to remember as well is there is a bit of a misconception with boost numbers. It is not necisarily the higher the number the better. Every turbo has a range where they are designed to run. If you start pushing them past that range you will still create the pressure, but the compressor wheel is spinning so fast that the air that is being created is superheated. The hotter the air is, the less dense it is. The less dense the air is you end up not getting as much air in. The stock Dodge turbo is really only efficient to about 28-30psi, past that it starts making heat. So if your stock turbo is putting out more than 35psi you would definately be a candidate for a turbo upgrade.

When you say the turbo becomes more effient above 30 psi is this based on a stock truck ? I have my turbo going up to 40 psi and I see a big difference in my EGT's but my truck is not stock except for the tranny. I haven't experienced any turbo bark at all. There are people that I know that have been running 40 psi for 50,000 miles and haven't had a problem. I think if I had a modded tranny that was much tighter then I would have to upgrade my turbo(Next year I hope). I have been debating on backing off a littl;e on my boost but my EGT's are down and its running good. I'm afraid if I back down on the boost I will increase my EGT's because I want be pushing out enough air.
I put the boost elbow on my '03 and see 32-34 psi towing heavy. My understanding is the stock '03/'04 Turbo loses effeciency after about 36psi, so 34 is a good target. With my stock exhaust including the cat, I see 1200* pulling the grade with 10K. I'm sure the increased boost helps keep the EGTs in check.
Based on azdodges 2 threads and the answers given, I ordered booth the Quadzilla boost fooler and an elbow, both should be here tomorrow, so this weekend I will put them on and see what happens.
