Transmission Fluid

Continuing on my travels throughout the 4 corner states, I stopped to gas up and check the fluids. Much to my surprise, the transmission fluid was low. I probably had the engine turned off no more than 2 minutes before I checked. Is this is normal? How long should I wait before checking the transmission fluid so I get an accurate measure?

You know, when you check transmission fluid you want the engine running, warm fluid, and the trans in neutral.
