Question Question about factory exhaust brake?

When i frist bought my 07 6.7 with the AV flash. My truck ran great and the exhaust brake worked fine and would come one around 10-15 mph when you was slowing down. But every once in awhile if i was going down hill at a slow speed. When the exhaust brake came on the truck would jerk pretty hard. so i took the truck to the doge dealer and they flashed my computer to the AY one. but now it seems like the exhaust brake will not come on if you are going under 20 mph or if the tranny temp is under 60 degrees.also some times it will not come on at all. This is with the tranny in normal mode.also the truck seems like it jerks more now than it did before. On the jerking i wonder if it might be the butterfly valve closeing some times.I have not removed it and with normal driving i have had no problems. so does any of this stuff sound normal or does anybody elese truck do what mine is doing??I do have my egr unpluged and driving around with my edge on the two setting. thanks Mopar72
