Legality Of DPF Delete?

I see a lot of threads relating to DPF delete on this and other forums. It sounds like a positive improvement but I wonder what the legal ramifications are. Couldn't one be fined for eliminating this government-mandated equipment? What happens at re-sale when the prospective new owner may also share responsibility? Just wondering out loud....Thanks.

All emissions installed on vehicles are federally mandated. Any and all DPF and CAT deletes are illegal if installed on a vehicle driven on public roads in the United States. It's pretty cut and dry.
