hickup when truck idles

This is my first post so bare with me, my 2009 6.7 just started this today. while cold or hot the engine will hickup almost like the a/c kicked on, and then the voltmeter goes nuts from 5-14, this clears up when at highway speed. I was thinking batteries, heat grid? its confusing since it is having the same issue cold or hot. thanks for the help!
