exhaust braking problems?????

Question exhaust braking problems?????

I posted this in the towing section but really need some help. I will be taking the truck back to the dodge dealer tomorrow morning, I know there is something wrong but dealership refuses to see anything. (will be taking my 16' trailer with me when I go this time)

Newbie here with a couple of questions;
I tow a 38' toyhauler (approx 18,000 lbs) mostly and other times a 16' enclosed cargo trailer, when I have the truck in the tow/haul mode without the exhaust brake on decending hills it comes on anyway. I call it a 3rd stage brake but the dodge dealer calls it a progressive brake, (still comes on in 3 steps) this will happen no matter which trailer my pulling. The other day I was driving without the trailer, (had it in the tow/haul mode again without the exhaust brake on just to see what it would do) the exhaust brake came on again (going down hill) without being turned on, this time right to the second stage and it seemed like it was stuck as I couldn't excellerate out of it, the only way to get it to stop was to brake to 30 mph from hwy speed of 60 mph. When I'm towing the 38' trailer the exhaust brake seems to go right to the highest stage without any progression no matter what speed I'm going. This is getting quite unnerving at hwy speeds, but as usual the dealer can't find anything wrong

Okay, so if you are going down hill with the Tow/haul mode on, the truck will still down shift on its own. At certain RPM it will feel like the E.B. is on but it's just the tranny downshifting on it's own. Now, to see if the E.B. is sticking, (which sometimes it mayl) Try this: Tow your heavy load and before you start going down hill, cancel the Tow/haul mode. Use the shift button to down shift one gear. As your picking up speed, hit the E.B. button. You should hear it right away and notice how it starts slowing you down. Roll on the throttle and see if the E.B. disengages. It should right away. If your E.B. is acting up it will feel like it's fluttering on and off as you descend the hill. Sometimes it will stay on as you roll on the throttle.
The dealer explained to me that occasional sticking/fluttering may happen time to time depending on how the truck has been driven. It should clear up after a couple cycles. If the E.B. gets really fouled up it should produce a code with a CEL. Hope this helps.
