exhaust brake help

i have a friend with a 6.7 auto mega cab, 08 i belive and we cant make the ex brake do anything that we can tell. and the turbo seems slow to spool and i am wondering if the turbo is just not being told to adjust. we pulled the acutuator off it yesterday and it seems to move back and forth fine. we also changed out the actuator with one off another turbo i had, no differance.
yall got any ideas?? thanks mike

Was the exhaust brake working in the past? Did your friend use the exhaust brake all of the time?
The sliding vane in the VGT may have build up of soot on it and the Turbo needs to be cleaned. Has the Turbo ever been cleaned by the dealer in the past?
The dealer will drill a small hole in the turbo to pour two or three cans of cleaner in it and then run the engine and force a regen to burn the soot. This hole is then plugged with a screw in plug to allow further cleaning if needed. Chrysler issue a TIB on how to clean and service the turbo. I believe this is posted here so do a search and you will find this information.
To prevet this in the future he will need to run the exhaust brake all the time. This will also help in warming the engine in the winter.

JimW was describing how they clean the nozzle ring to try and loosen up the sliding nozzle on the VGT. As they get older the soot builds on the sliding surface and they start to hang. The servo motor is not that strong and even if it seems that it moves freely, it may bind enough not to be controlled by the servo.

Holset VGT Info and demo

Depending on the release date of the 08 some already have the port tapped from factory for the cleaning injection procedure, and others have to be removed and drilled. My friend has an earlier 08 without the port/plug, mine does.
