couple of questions for a newbie

I posted this in the high performance section on accident...

This subject may have already been discussed, but I am brand new to this site, and will hopefully be new to cummins very soon. I am looking to buy either a 2500 or 3500 4X4 with the 6 speed manual and manual 4x4 shift lever. I have been doing some research on the pros and cons of the 6.7 vs the 5.9. From my understanding if you are willing to void the warranty, you can completely delete all the emissions crap of the 6.7 and with the help of a tuner make it run right...assuming there are no emission testing in my area, which there aren't. My question is, will the 6.7 after the deletes basically be a larger 5.9? I heard the 6.7 uses a lot of the same parts from the 5.9, and then other parts are just modified 5.9 parts, with about only 10% of the parts being "new" design. I am also wondering if it will then be able to run on all types of diesel fuels. I know a buddy who has a 5.9, and is able to run JP-8 (Jet Propellant, very close to diesel fuel). I have no specific desire to run JP-8, unless i was able to get my hands of a free 55 gallon drum of it, I am more concerned about driving to places that don't have low or ultra low sulfer diesel, such as Mexico. I have no business in Mexico, and actually havent been there in about ten years, but its just the warm and fuzzy feeling of knowing I can throw any kind of diesel there and keep it running.
Second, I would like to hear some opinions from you guys. I am pretty picky about what I want, and finding what i want without ordering a brand new truck isn't easy. I am looking for under 100K miles, cummins (6.7, or 5.9) 6spd with manual shift lever for 4x4. I don't like relying on electrical switches for something easily done with a lever.
with that being said, I found a truck and would like to see if you guys think the price is on par. Clean retail is $30,675. it is an 08 quad cab short bed 2500 ST. it has crank windows, vinyl floors...very bare bone. BUT, that's how I like it. no power window motor to go out while it's snowing and the window is all the way down and it midnight, just raw, reliable truck. Anyway, they have it listen for 24,995. It is first on my list, and if I had already sold my truck I probably would have already bought it. "Luckily" I am still stuck with my gasser 2500 so I have the time to research this.
I know there's a lot on a few different topics, but any help is much appreciated. Thanks guys!
