06 4x4 selector issue

06 4x4 selector issue
Well since Kingofdodge did not get any suggestions our proublems are simular but not exsactly the same. The selector **** will not turn too the low low position even at a full stop with auto trans in neutral . Is there a lock out feature to stop a person from accidently going to low while in motion ? Thanks for any suggestions George
