Why would engine block have surface rust?

I went to look at a used truck today and I noticed the engine block had some surface rust on it. The dealer put that greasy detail stuff all inside the engine compartment. Would that have anything to do with the surface rust?

Probably the paint coming off from being cleaned, and being as how the block is Iron.....hence the rust.

Truck was made in Mexico , put on a ship over to Florida , then a Railcar or truck depending on your location . Salty ocean air !! Also , the motor was made before assembly and sat somewhere until needed .

My truck had rust on the block and various other items brand new from the dealer. I'm assuming cosmetic rust is no problem. I know there are some applications (not sure the Cummins parts are one of them) where the rust actually protects the unoxidized metal beneath it.

I would be more worried if there was no rust, fresh paint could be a sign of a coverup.
