Truck won't start

Truck won't start
My truck died and i had to push it to the side of the road a couple days ago. I was really low on fuel and I was just taking off from a light and it died with out spudering like it would if it was completely out of fuel. I called a couple shops and all they can assume is it might be the lift pump or the cp3. So I replaced the lift pump and still nothing. How would I check or diagnose it myself? Or is there any other common issues I should look for?
All the programs I have were on, but then I unplugged them so I know they are not the issue. There is fuel where the fuel filter is, and it will start if wd40is sprayed down the intake.
My buddy used his code reader and it reads P2509ECM/ PCM Power. I disconnected the batteries when I did the pump though so Im not sure if the computer reset it's self or if this is the reason why the truck died in the first place. Is there any thing else I shpould look for?
Any advice would be very appreciated, Thanks.

if you have a new lift pump and clean filter than fuel should be getting to cp3. so it could be that cp3 isn't making good pressure, or if it died without warning could be electrical gremlin. what about popped rail relief valve? that can create such low rail pressure it won't start.

Ya, it'll just sputter when it's sprayed with WD40. All the lights work just fine and everything apears normal as far as electrical goes. A popped rail relief valve? How would I check or find that?

then their is no fuel getting the injectors. when the bypass vales or injectors go fuel still gets to motor and it runs . wont start or idle right but they run. i would check all the electrical connections and fuses and make sure everything is getting power.
