Transmission throttle valve sticking

My check engine light came on and I used my Diablo Predator to trouble shoot, it reads the Transmission throttle valve is stuck. When the truck shifts from 1st to 2nd it seems to take a very long time and shifts hard. Is the valve assembly accessible from the outside of the trans or inside and has anyone else had this same problem?

From: North Carolina or Kentucky. Take your pick
Would help to have little better indication of what you have. There was a change in 2005 on system. Have to pull pan to gain access. Much oil everywhere for first timer. Would suggest KD (2nd gear) band adjustment. Remember if threads do not protude beyond jamb nut, the band IS WORN OUT.

The throttle valve they are referencing is the TV motor on the side of the trans that replaces the the TV cable. They go bad and stick then the trans doesn't shift correctly because th eTV pressure is not being set by the ECU.
