Tips on Engine Rebuild Anyone?

Just "upgraded" my 1999 Ram 2500 to 2000 Ram 3500 Dually. It has 77K miles, truck appeared to be in a great shape, sounded great, drove great and had OK power so I did not scrutinize it much before purchase...
The problem is excess blow-by. It will puke about 6 qt of oil through the blow-by vent tube during a 200 mile trip empty with just moderate rolling hills. I found evidence it used to have some power enhancing device installed but most likely no EGT pyrometer.
Is it possible to wear out this engine this quickly especially if it may have ran kind high EGT?
I rebuilt numerous other engines but no 24 valve ISB's. Any tricks to this one? What's a good place to buy the parts for a rebuilt? Am I likely to have rebore the block and buy new pistons or just hone it and put new rings in it? Any expert information in this regard will be appreciated.
