2006 cummins. In park, if you revv it up, rpms will stagger till it comes back to idle, or will stagger rpms UP and down with no throttle and take a good 20 seconds to come back to idle from 3 grand. Also won't start without starter fluid. Checked injectors and only #2 was bad. Replaced it, no change. Runs good under power,but could sure use some suggestions for my idling and starting problems.

 

Might have some air in the system.

How did you check your injectors, did you pull them all and had tested?
