I don't know what your truck is but, fuel mileage like that is common with a 2000lb flatbed, fuel tank and tools etc. These trucks are very touchy to wind drag and weight and I mean very touchy. If I put my 375lb atv in the bed it will drop mileage by 1.25 mpg. I drive mine easy usually keeping boost below 15psi when accelerating and 10psi seems to be the magic # to be below on the highway cruising. At 73 mph empty I will get 21.5 everytime, at 67mph 22.5, at 75-80 pulling 2000lbs with two fold up ramps one in rear, one on side with expanded metal, 1000lbs in cab 500lbs in bed and pulling some good hills in arkansas 366 mile round trip exactly 14.5 mpg. Something must definately be wrong to have fuel mileage like yours. That is if you are not a drw work truck loaded down with tools and stuff.
Bill, my last tank was 19.2 over 440 miles; 12:05 engine hours; overhead readout said 19.4. I have to keep the engine under 2k to achieve that. That means 63 mph on the superslab, and real easy acceleration in town (not a lot of throttle).
If I kick it up to 70+, it'll fall into the 17's.
Pulling my boat at 60'ish, on a 20 mile tow the overhead computer says 13.5 (gross combined weight is around 17k). I've never pulled the boat for a full tank to get a hand calculated measurement.

I was getting 16-17 city / 19-22 hwy before winter but now I'm between 14-15 city the last few months. I do run the EZ and 315s though. 90% of my driving is in this god-awful DC traffic too.

Got about 750 miles on this load and the computer is reading 18.9.
Normally when towning the 10K 5er it drops to around 12.5 or so.
Got almost 28K on the clock.

Running empty into town and back (45 mi. trip) I'm consistently averaging 18.5 mpg.
The truck barely gets up to full operating temps on these twenty mile trips into town.
On longer road trips running empty I've seen up to 23.0 mpg, but usually average 20-21 mpg. Mainly 55 zones all the way and using cruise control alot.
Pulling my enclosed sled trailer w/ 2 snowmobiles and gear approx. 5,000 lbs. I'm getting 14.5 mpg on long road trips pulling several mountain passes and not slowing down unless I come up on a Fords rear bumper! I seem to get 14-14.5 consistently even on the flats.

I have been averaging 10.8 - 12 towing on the highway @65 to 70 mph and 12 - 14 in the city empty, we don't do much highway non towing, 11,850+miles on the od.
After filling up this morning and driving 2 miles to work, only 1 stop and no one in the way for the 10 minutes the overhead showed 19.5, unbelivable. I can set at a red light and watch the overhead loose upto .5 MPG over 3 minutes at the light.
I was hoping for better, but it will pull what I need to pull.

I have a 3500 2003 crew w/ 8 foot bed, auto, 4:10's
Afe air....4 inch exhaust.
The best I have done this week and of all time is 13.0{70% city}{30%h.w}and that is staying 2000 and under on takeoff, 65 and under on the h.way.

Around town I generally see 17.5-18.5, highway 20.5 cruising at 75, 21 if I slow down a tad.
I towed a snowmobile on a light flatbed, 1600 lbs, and did 18.25 over 500 mile tank, but that was all 2-lane highway which was somewhat hilly and several small towns to drive through, plus part of it thru Spokane metro.
Another time I towed a sailboat and a bunch of stuff tipping the scales at 11,300 combined weight from Seattle to Spokane via 2-lane highway over Stevens Pass and on that trip I did 17.0mpg driving @ 67-70.
