how is AC compressor controlled by HVAC?

how is AC compressor controlled by HVAC?
heat index of 102 today.
AC quit.
i can turn the compressor by hand.
i pulled the harness off the compressor (I suppose, under the oil filter, over the compressor)
and it has 12v continuous on one pin, and ground on the other.
that can't be right.
