Fan clutch not engaging

Fan clutch not engaging
So my fan clutch is not engaging. I have already wasted 200$ on a new one and still not working. I checked the codes and keep hearing about a low fan speed relay. Where exactly is the ralay located.
Codes it is trowing is P0217, P0480, P0483
Help me please.
