The dreaded P0251 code diagnostics

Hoping someone can shed some light and lead the blind....My '05 will not start, just died as if someone had disconnected something while I was driving. No prior symptoms, now it just cranks. The in tank pump is pumping fuel up the cp3, but that's where it ends, no pressure at all at the rail. It's throwing P0251 code on the dash and from reading till my eyes bled it seems like there could be a few possible remedies (from FCA to pump, even a crank sensor).
I don't want to throw parts at it and am not ready to throw in the towel and tow it to Dodge just yet. From what I'm reading, they like to throw hardware at these trucks too and that I can do myself

I'm on step one of the Pre-Diagnostic Troubleshooting procedure as described here:

I'm getting a bright flash on the light which brings me here:

"Did the light flash brightly?

Yes
Replace the Fuel Pump.
Perform POWERTRAIN VERIFICATION TEST VER - 1 (DIESEL). (Refer to 8 - ELECTRICAL/ELECTRONIC CONTROL MODULES/ENGINE CONTROL MODULE - DIAGNOSIS AND TESTING) "

Can anyone post the steps for "powertrain verification test? Is there any way to hard wire the cp3 (like the vp44) for a sec or two to check it and verify if it's toast?

P0251 is Injection Pump Fuel Valve Feedback. Almost sounds like the Fuel Control Actuator (FCA) is shot. You say it's getting fuel to the CP3 but nothing after that. Have you verified that you have zero fuel from the rail to the crossover tube connections? If you are getting fuel to the rail then I would suspect the Pressure Release Valve has stuck open. The ECM needs to see at least 3k psi at the rail to fire the injectors. If the valve has stuck open or popped then no pressure is built in the rail.....hence the no start.

think I found my problem

Is this a common weak spot on the cp3?
