does lift pump have any impact on mileage?

does lift pump have any impact on mileage?

I have noticed a loss of about 1.0 - 1.5 mpg over the last week or so and also the truck wants to surge a little while running for the first few minutes. All the filters have less than 5,000 miles on them.
Could my lift pump be going? would this actually have an affect on the mileage?
I have 45,000 on it right now.

one other thing to add. I have had a few long crank starts also. It has never surged or had long crank starts before.

Not that I have experienced or read.

All the LP does is supply fuel to the IP for use.

Actually with my new lift pump I have experienced a 1.6 MPG increase hand calculated. I find I use a lot less throttle now for everyday driving. I talked to the guys at Diesel Dynamics where I got the pump and they have experienced the same.
