Normal when outside air temp is low and engine is cold. Air preheaters are coming on can draw up to 150 amps or more. Its like a toaster oven in your intake manifold. If it is happening after engine is warm then you may have a problem. You might want to have your battery's tested and terminals cleaned at the batterys also. Read this might help.

They will also turn off at about 19 mph.
