Just a couple cents worth here.
I have always been a proponent of Howes Diesel Treat, excellent product. That combined with about every 6 tanks, a shot of Howes Meaner Power Kleaner, seems to work well.
Lately I have been using FPPF Total Power conditioner. It has the anti gel, dispersant, lubricity additive and all the other wonderful and wacky things that make a fuel conditioner.
Trick is, we have just gone through a stint down to -57C, and I am still running summer grade #2 diesel in the truck, with the addition of FPPF, with no hassles.
I can say from experience, that the Howes product would not do that.
In saying that, I am in no way slagging Howes. Excellent stuff for the general user, very cost effective. For me, having tried several different brands of conditioner, I am very pleased with the FPPF Total Power, and will continue to use it on a regular basis.

I have been using 4-Plus from diesel services for years and I have never had a problem http://www.farmersdiesel.com/additives.html It is significantly cheaper than the Stanadyne and its just as good if not better. Most diesel shops in Saskatchewan carry 4-Plus and I have seen it in Edmonton in a few places as well.
I have also started using a Canola based additive from Milligan Bio-Tech http://www.milliganbiotech.com/index.html I know the Professor at the U of S that helped develop this product and it works really well at improving lubricity and reducing wear on the engine. It doesn't do anything to control water in the fuel however, so I am still using 4-Plus as well, just not as much.
The 4-Plus is usually $15 for a 16 oz bottle that treats 250 imperial gallons or 1125L(The 4-Plus arctic cost the same but only treats 200 Imp gallons). The Canola additive sells for about $16 for a 1L bottle that treats 1000L . In Saskatoon I can get the 4-Plus and Canola additive for 8.99 and 10.99 respectively.

I use lube tec when I actualy add some. Usualy I add about every 4-5th tank. Never had a problem since I bought my truck in 98. The company I work for supplies my fuel and they add Howes to the bulk fuel tank. Seems to work for me. Hit a little colder than -40 and the 04.5 never missed a beat. Never even added any lube tec. Piers used to sell it but I never seen it listed in his price list. I also think "Scotty" on here is also a fan of it. I buy mine from UFA a farm fuel supply store. About $20 loonies a litre, but I buy the one with cetane boost!!!!!
