Apps voltage too high

Unhappy Apps voltage too high

I have a 2004.5 ram 2500 and i am getting a p2128 code. The truck is very hard to start and when it does run it idles for about 10 seconds and then quits on me. I've replaced the ecm, apps sensor, fuel pump and im still getting the same results. With a voltmeter i tested each of the pins, one put out 4.95 volts and the other two put out 4.55 volts. When i hooked it up to a code reader and read the throttle position is read at 0%. The wiring for my apps sensor is different colors than the colors that are shown in the wiring diagrams ive looked at. If anyone can help at all it would be appreciated.
