OD shift is computer controlled on all these tranmissions. The parameters for wheel speed, output speed sensor, governor pressure, etc, need to be within the range for OD to engage.
Do you have any codes indicating problems?
Possible causes are OD solenoid problem, output speed sensor problem, gov pressure solenoid\transducer problem, ABS sensor problem, connection problems on the harness, scuffed trans control harness.

The torque convertor on my 47RE has always locked up too soon when in OD. Pretty annoying b/c if I don't watch it, it pukes tons of smoke when rollikng into it around 50mph. Sorry I don't have any advice but I'm in the same boat.
Talked to a trans- man today he drove the truck and said it seemed like the solenoid/ transducer he changes them both because they work in tandom and it's had to isolate one from the other. will see in a few weeks. couldn't get me in untill after the trip to Gettysburg.
