Too hard to answer, too many variables.

Is it a 5.9 or 6.7?

5.9 Anywhere from 13-16 City, 14-19 Highway, I get 16 presently with mixed driving on Mud Terrains.

I don't think its a correct comparison because my 2007 5.9 is a STICK with just regular tires. But in Town I get solid 18 and Hwy empty 22-23 @65Mph hand calculated.

cummins will not get 30 mpg, ideal conditions maybe at best 25

Man reading this you are going to be very disapointed. AN honest anwer to your question is average city/hwy combined milage, had calculated will be 13-14. Maybe 1-2 less, maybe 1-2 more. Thats the truth.

Mine is as stock as it came of the dealers lot. In the city I get 13-14 and the highway I get 18-19 at 60mph. I've never seen an honest 20mpg tank.

Towing 11,000lbs I get 10-11.
