2006 Ram apps signal voltage HELP!!

2006 Ram cummins 5.9 apps signal voltage HELP!!
2006 Ram 3500 Cummins 5.9 6 speed manual transmission throwing P2127 code that cannot be reset. I am getting a steady 5 volts from pins 1 and 6. I am only getting .010V at the apps no.2 signal coming out of the ecm. I have checked all grounds and checked for open or shorted circuits at the ECM harness. HELP!!
