05 Ram won't start- difficult circumstances

I traveled to Haiti a couple of weeks ago. A team of us go every year, to do medical clinics. While there, the doc made a house call to see a sick missionary there. I went along, because he has a Dodge truck that has problems.
The story as I know it- the truck is an 05, automatic, with 110,000 miles on it. The truck was purchased in Michigan, and driven to Florida. It was loaded on a ship, and taken to Port Au Prince, Haiti. When they tried to start it during unloading, it wouldn't start. It turns over, but no fire. They got it off, and once it cleared customs, the missionary had it towed to St. Marc, a port town close to where he lives. If you have traveled to Haiti, you know that resources are difficult and scarce, and if at all available, they are expensive. No one in St. Marc knew anything about a CTD, so it was towed back to Port. It is still there. It is getting fuel to the filter, so it isn't the lift pump. There are no CTD specialists/mechanics in Port, either, so his hands are currently tied. He entertained having it towed to the Dominican Republic, where there are competent mechanics, but the cost is VERY HIGH to have it towed, as well as the paperwork to get it across the border. The owner isn't able to work on it, so he is at the mercy of the situation. A mechanic in Florida that he had contacted suggested replacing the ECM, which they purchased and did, but they can't flash it- so still no go.
At this point, I have told him that I will research things as much as possible here in the states. He isn't opposed to hiring a mechanic to fly down and work on it, but it would be good to have some pinpoint ideas and solutions, plus can a mechanic bring what he needs on a plane to flash the computer? Any sound suggestions will be forwarded to the missionary, Tom.
Incidentially, he went this route because it was much cheaper than buying a diesel in country- after taxes, import fees, etc., a Toyota Landcruiser diesel runs close to $60,000. So, this is still cheaper. Once he gets the truck going, though, I see the transmission giving him trouble, unless it was built previously to being shipped down. Haiti is a harsh place- couple the torque of the diesel with the rough environment, a stock transmission probably won't last long at all. Haiti would break an anvil.

do the key trick for codes, if it has P0215 take off the FCA smack it around, put it back on and see what happpends.

OK, i have some time now.

turn the key from off to on 3 times and check for codes, it will display them in the odometer display.

first, on the left side of the motor down low you will see the CP3 high pressure pump, on top is a banjo bolt, crack that opened with a 17MM wrench and turn it 3 turns or so, have someone tap the starter and it should make a big mess of fuel running all over the place, be ready to tighten it back up fast. make sure it is diesel fuel, not water of gas. if there is no fuel there or fuel with air bubbles, it is the fuel delivery system.

it is not likely the ECM, the CP3 is the suspect with them symptoms.

on the back of the CP3 there is a sensor, remove the 3 torx head screws (t-20 i think), pull out the sensor, tap it on something hard and put it back in and see what happens.

after you put the sensor back in, tap the starter again, that will run the lift pump for 20-30 seconds to feed the high pressure fuel pump with fuel, then try to start. be sure the batteries are charged up and it is cranking fast.

the easiest way i found to get the FCA off is put the torx bit in a 1/4 drive 1/4 in deep socket and tape the bit on it.

check that and advise.

that is free and maybe you will get lucky, if not it gets more complicated

I will pass this on to him. I don't know what key he has.
He at one point had indicated that (1) there was an attempt by someone in customs to remove one battery- I don't know why, unless they were going to sell it. Whoever was responsible for the truck at that time said not to remove it. (2) He (the owner) believed that someone had tried to jump start the truck, and had hooked things up backwards. I don't have any confirmation of that. I do know that they haven't scanned codes, but they may have checked the codes with the key. I will try and find out more detailed information.

If you are getting fuel to the cp3 as described above, if there is a leak somewhere along the rail or even internally with crossover tubes, the system will not gain enough pressure to allow the ecm to fire the injectors. The ECM has to see system pressure of at least 3k psi before they will fire. Do not check this by cracking an injector line as that is very dangerous. The way to do it is disconnect wire from your FCA, (this will cause the system to go to max fuel pressure --about 25k psi), attach a rail pressure gauge and attempt to start. If you get no pressure, or low pressure (below 3k psi) then a leak or bad cp3 could be the problem. Usually that will throw a code though.
