my code reads po251 (CP3 Pump Regulator Control), could there be other things wrong like the fuel control actuator (FCA) that make the same code or any thing else???

SYMPTOMS
The truck intermittenly dumps black smoke, stalls in traffic, goes dead but starts rite up again, it has 160k miles. Replaced: high pressure pump Jan 08', lift pump April 08'
