Check the LP pressure and codes for sure. Anything less than 10psi you can argue it may need a new VP44 ($1500). Concur with the larger tires. I've got 3.55 gears on 315/70R17s and the gearing is almost too low.

IMHO, the 2nd Gen, QCLB, is the nicest looking CTD ever! Especially when leveled!
315's, a Smarty, some injectors and you will have a screaming truck that is great fun to drive.
And gets 20+ mpg!
For death wobble... check for worn Track Bar and will probably want a Steering Stabilizer. Check Ball Joints also. Mine are good at 185,000 miles but that seems to be the exception to the rule.
