Turn signal flashes quicker with brakes applied

Exactly what the title says. I have checked all the bulbs, they are all working correctly. If I turn the signal on, it flashes at the normal rate, and when I apply the brakes, it speeds up blinking. It speeds up to the point that one would think a bulb is burnt out, yet they all function properly. After releasing brakes, it returns to normal. Where do I start looking?

BTW, it's on my 95. Thanks.

Try a new flasher. All the power for lighting of your rear lights goes through it. Cheap place to start.
