Super Tech Power Steering Fluid

I got looking at Walmart's Power Steering Fluid. Just noticed on the back of the container "Recommended for reservoir top off but not complete refill". Sounds more like an additive instead of the appropriate fluid. I think I've used this stuff quite a bit on various vehicles (including complete refills) over the years and never noticed that before. Anyone know what that's all about?

Never mind...found what I needed:
Mopar MS 5931 or equivalent for 2002 or older. O'Reillys had the equivalent so I picked some up.
Apparently the Super Tech is full of anti-leak crap and you wouldn't want a full load in your system.

I always go by the name brand stuff--Napa fluids are Valvoline so I trust them......
