Steering Pump Bracket HELP

Hello, putting the vac and PS pumps back on 24V block and having trouble. It has been off too long, so i forget, and cummins has no diagram for this. Ugh. L bracket looks like it goes on pump's lower stud near block, yet it doesn't get flush with block, so I am seeking advice. Thank you.

Here's a picture of one with the bracket on, looks like a long leg and a shorter leg, could you have it on the stud with the shorter leg?
