Seatbelts Locked on 99
I would think you could velcro it to the floor or build a metal strap around it and screw it to the floor or seat frame, I dont know where its susposed to mount to, But I would think any where you can securely mount it would be fine
When I unplugged it my seat belts locked up and I couldn't get them to unlock till I plugged it back in.

I took out the center seat so I could get to all the wires and that module.
By reading the other zillion threads I figured I could test the belt solenoids, by applying power to each one via their plugs. I had an old cigarette lighter plug, so I plugged it into the accessory power plug on the dash and figured which wire was hot. Then one at a time I supplied power to the seatbelt plugs and they both work.
I guess I will plug the harness back in and start measuring voltages. Maybe I will check the voltages coming out of the plug under the driver's seat first.
Is that SCTM a dealer only part or is there a cheap place to get one?
I tried Schucks and Napa and they don't have them.

I took the top off the SCTM box and put a jumper on the printed circuit board from the "ignition on" hot wire to the two seat belt solenoid positive wires. The seat belts work when I turn on the ignition but the seat belt warning light on the dash stays on. Good enough until I can find a new module.

I put some seats out of a 1998 with locked sea belts so I just tested them and fond which wires control them and I just hooked them up to power so they won't stay locked until I swap I swap my old seat belts out of my old seats.
Thanks to the info in this thread I was able to bypass this SCTM. All you need to do is splice the orange/black, orange/red and blue wires together.
I did this by soldering some wires in SCTM box itself and then plugging it back in, but you can unplug the harness from the box and either create a jumper in the harness or hard wire the 3 wires together.
The blue wire is an ignition wire, so you have to turn your key before the belts unlock. I believe if you use a constant power source you risk battery draining.

wow, this is a timely thread, I bought some very nice, newly reupholstered power seats that require an SCTM and have two of them on hand, I'm trying to get them into my 01 QC which is a non SCTM. I figured I could wire up the SCTM simply and have it functional albeit without the dash indicator of failed module. I was out this afternoon with my battery charger trying to get the *&^*(& seat belts to unlock via the SCTM to no avail. I tested the seat plug and the solenoid works fine but of course wiring that hot gives no safety feature. What am I missing? If I put power to the module shouldnt it allow the seats to operate normally? Clearly I'm not understanding all I thought I knew about this rube goldberg set up. I'm reluctant to strip the seats and swap the seatbelts for fear or screwing up the new upholstery but that seems to be an inevitability
I stripped mine apart to replace the seatbelt assys, if I remember correctly it was pretty simple to take apart, the base of the seat unclips, then just peel it off. practice on the old seats that way if you damage them you will fiqure out what not to do on the good seats
I got my seat belts changed out and seats installed and have two control modules, one with the bracket including the rear seat drink holder bracket (but sadly no holder...) so if you need a module, the bracket, or the seat belt reels any or all of it, let me know
struggling with mine on this, I messed up and put an always hot (pink) wire to my seat belts, well, it killed the batteries!
So, I opened up the box, there is a steel ball that wobbles around in there, so I cut that piece off so it cant screw up and make the seat belts lock, and put it back in, so far so good.



Going home shortly to test and see if that cured it.
