headlight problem

hi all,
i will try to explain this the best i can.
when coming home last night,i had the high beams on.a car came from the opposite direction. when i pulled the lever to dim the lights i had no lights.low beams were completely out.i pulled the lever again and the high beams came back on.pulled it again and no low beams.i found out i was able to get the low beams to come back on by pulling the lever to activate the high beams and holding it for a few seconds and then releasing it.do i have a relay problem,or a bad turn signal, high beam arm.the recall for the headlight switch was done sometime back.
thanks for any and all suggestions.

mike
