Ground strap

Howdy. I was crawling under my 2001 2500, HO Cummins, and found what looks like a battery cable hanging with out any obvious place to connect it. It is heavy wire and a battery cable end...anybody???

If there was a previous owner, maybe he replaced it and found a more convenient place for the non-battery end...Is the other end fastened to anything?...
