ECLB vs QCLB ?
Truck # 1. 1996 Dodge 2500 Cummins ECLB 4x4
Truck #2. 2001 Dodge 2500 Cummins QCLB 4x4
Question: Are these cabs interchangeable ? Mounts to frame the same ?
What has to be changed to swap cabs ?

The frames between the 2 are different but as far as the cab yes they will share the same mounting space. The wiring on the other hand is completly different between the two and not swap friendly. It can be done but it's not an easy task.
In my opinion you would be better off to find the correct cab to swap but I suppose you are wanting the 4 doors.
