look at my sig,
all 3 generations are good but the best with the least problems
for me are 97 -98 12v or 05 CR
my first gens have been super reliable but lack in many things that the newer truck have I have 2 2001 trucks 1 lost a pump at 100k the other is still going strong with never a problem.....older truck can suffer from age ( hoses and stuff) but there easy to fix .

My 97 3500 CTD has 1,376,459 miles, but needs an overhaul. Head and oil pan never off. Uses a quart of oil a day on 800 miles while grossing 26k @ 65 mph. Hauled cars for 7 years, hay for 3 years, and camper for 1 year. Our 1989 3500 CTD has 1,100,000, has a little blow by and a shelled ring gear Our 94 3500 CTD has 960,000 and is still driven daily. I'll never have anything else until 12v's are no more!!

I would love to have a 12v but I love my 24v.
I think you need to buy the truck that calls your name when you walk up to it. You will love it even if it is not the "perfect year" or "perfect generation". Although if the 98.0 truck calls your name, you are really in luck
