98 extended cab back door won't open

My passenger rear door (suicide door?) won't open from the inside. Very inconvenient that the front passenger has to let the back passenger out, and not safe either.
When handle is pulled, the door latch moves but not all the way to open.
Is it a spring, or? How to repair?

thanks

A Google search for "98 dodge ram rear door won't open" gets lots of results, and several possibilities are mentioned. Apparently there is a cable that might snap, upper/lower latches that can freeze up with rust - and probably other possibilities. Those were just what I saw in part of one search result.

Thank You. Im trying to narrow it down.
The handle from outside opens the door easily.
The handle from inside moves the latch partway but not enough to open. I would guess its a spring but havent seen that as a problem in whative found. I do plan to get into it but just wondering if someone else had the same symptoms

OK I have looked at alot of posts but haven't found my answer yet.

The rear doors open from the outside. A passenger inside pulls on the handle and it almost opens, but not quite--there is about 1/8" more movement needed by the rods to operate the top and bottom latch mechanisms.

The latch cables are both new. The problem is the same on either back door--almost opens from the inside, but not quite. Opens find from the outside. If i knew how to adjust the rods I think that might be the answer but they don't seem to thread up or down in the rod holder...

Any help would be appreciated...
