white smoke and loss of power

Hey, guys! I'm a 3rd gen man, but my brother has and 01 that is having some issues and i am trying to help him figgure out what is wrong. Here's what he told me: When he has it in nuetral and mashes on the throttle, it cuts out and blows a cloud of white smoke. When he is cruising along at like 60 or less with steady throttle (not accelerating)it seems to build up or something and then when he trys to accelerate, theres no power untill he completely stomps on it and gets it to downshift. after it does, it puffs white smoke and then goes just fine. So... does anyone have some ideas what this may indicate?

The truck is and 01 auto 4x4 with stock power.

0216 means the ip is in the procces of checking out. Put a standard ip on and a fass or similar lift pump with at least a warning light.

I see they have a package deal on the vp44 and fass together and I wondered if that would be a good deal for him to get if he has to spend the money anyways.
