An intake and an exhaust would be good, but driving less aggressive would be the largest help. If you are pushing it to the floor at every stop light, and doing 85-90 on the highway I would say back off a bit. If you already drive it pretty light, then intake and exhaust. They will allow the engine to breath easier, and this could get you a few more mpg's.

Amazes me how many different numbers guys get.
I am at 18 on the overhead comp. after I put on the 4" turbo back it stays around 19.9.... Just wont hit 20 no matter how I drive. I rarely reset it so it averages over several tanks. I do know it is on the low side, when I hand calc. I always get a bit better, and due to the larger tires, my speedo records 10km less per 100 kms... So if I am showing 90km/hr, I am really doing almost 100km/h....
Best of luck with the purchase,. It is definitely a used truck buyers market. I know a guy selling an 03 crew cab 2x4 2500 diesel with only 65000kms asking $12000.

I did a hotshot last night and today went from Edmonton AB to Fort St John BC, roughly 667kms one way, took 1/2 a tank or 86liters to go 647kms average speed was between 110-125kms with a couple of extended bursts to 160-180kph
About 7.5 kms to the liter if I did the math right thats 17.39 MPG (3.7liters to the US gallon?) and using 1.6kms to the mile

Oh, I forgot about Comp settings. The best I ever got without the Comp was 18. Average without was about 17. With the Comp on anything between 3x5 and 5x5 I regularly see 18, and 19.1 is the best I have seen.

I like the magnet idea !! Don't SB truck have a 32gal tank and long beds have 34gal tank? I own both so that should be right, I hope.
High air pressure,good alignment,good fuel, some additive(or oil),and a good pedal foot.

Something of intrest. Have put 70 K on my rig and got about 15 MPG give or take a little based on load and driving habits. Fairly reliable and thoght was normal. Had a injector go down and replaced as set. They are generic aftermarket stage 1 or something. Installed and fixed miss and knock issue. After driving a little noted power was up as promised during purchase. Hooked trailer up and went on road for 1200 miles. Calculated out for over 20 MPG. This was with trailer have pulled forever. Injectors will pay for themselves in another 3000 miles. Injectors from Pensaloca Diesel for 217 on front steps. Can only vouch for my results, but have feeling we're not catching injectors that slowly lose performance. Got 150 K, consider replace.
