what is the pulley called

the one that just sits there and spins...i thought it was an idler, dealer and parts stores say it doesn't exist...

Passenger side, slightly below and between the fan and the alternator? Look at this thread for the 3rd gens. It might have some info you can use.

The water pump on a Cummins doesn't look like a normal water pump like on a gasser, just a pulley wheel on a stand with a few bolts.

If yes you can replace assembly with the part shown in the link or I am pretty sure you can replace just the pulley with the part from the above posters link.
