It might just be full and plugged up. It can be removed and cleaned. There are several ways to modify the breather system that can found by doing a search here on DTR.

Chrysler does several things I like over GM - one is standard wiring harnesses assembled with connectors for all the options - makes it easy to add the option(s) later.

I've seen that connector before. Its for fog lights. When I put the new bumper on my truck I added new fog lights and plugged in where the old ones were. If I remember there is a fog light harness that plugs into that and runs under the radiator and there is one plug for each light.
The crankcase breather hose normally drips oil, so they but a little catch bottle on there so the oil doesn't drip on the ground (or spray all over the engine while driving). It should be cleaned out at every oil change.

If you have a hole in the bottom of the breather filter, I would cleanit up really good and JB Weld it closed. The leaking oil will coat the front of the engine and the back of the radiator, causing grief. Replacements new are akin to sacrificing body parts! I have used large channel lock pliers to remove the piece (it unscrews from the timing cover) after removing the drop hose. I added a 3/4" double hose barb fitting and a length of 3/4" reinforced clear tubing to drop the breather exit down to the stabilizer bar, and threw the bottle away. The back of my radiator is clean as a whistle!!
