What exactly is a APPS
It's aka the accelerator pedal position sensor. It's like a resistor, the more you push down on the pedal, the more juice flows to the injection pump, hence the more fuel goes into the engine.
You can adjust it, but if it's wore out, it'll fall back out of adjustment. There is a thread here on how to adjust it.

If you want to try and self adjust it, turn the key on, slowly depress the fuel pedal until it bottoms out. Let it come back up slowly until it stops. Turn the key off.
Anytime you change batteries, disconnect the batteries you should do this. When I do this to my Durango, it knows I'm doing it and tones at the bottom and top of the pedal. I have not done this to my 06 yet. I did it a few times with my 2000 3500.
